חברה דמוקרטית טובה יותר לחופש האישי מאשר סוגי חברה אחרים לא מפני שהיא רוצה להגן על הפרט וחזקה מספיק כדי לעשות זאת — אלא כי למרות רצונה להזיק לפרט, הזהה לרצונן של כל החברות המאורגנות, היא חלשה וחסרת ביטחון מכדי להצליח בכך כמוהן.

A democratic society is better for personal freedom than other types of society, not because it wants to protect the individual and is strong enough to do so — but because its wish to harm the individual, which is identical to that of all organized societies, is thwarted by its being too weak and insecure to achieve this goal as successfully as they can.
