באחת המדינות שבהן ביקרתי היתה נהוגה שיטת ממשל יוצאת דופן: במדינה ההיא חי רק נתין יחיד, שבו שלטו ביד ברזל כמה עשרות מיליוני דיקטטורים. המסכן העביר את כל זמנו בריצוי שגיונותיהם של העריצים האלה, אבל גם הם עצמם היו קורבנות של השיטה שנועדה, כביכול, להיטיב איתם — בגלל מלחמת החורמה המתמדת שכל אחד מהם נאלץ לנהל נגד כל השאר בניסיון נואש לתפוס את תשומת לבו של הנתין העסוק תמיד ולגרום לו לבצע פקודה כלשהי עד הסוף, לפני שתידרס בטרם עת, יחד עם מי שנתן אותה, על ידי פקודה סותרת כלשהי שיצאה מפיו של מישהו חזק ואכזר יותר.

One of the countries I visited had an unusual form of government: in that country there lived only a single subject, who was ruled with an iron fist by a few tens of millions of dictators. The poor man spent all his time satisfying the whims of those tyrants; but they themselves were victims of the system which was supposedly meant to benefit them—due to the ceaseless total war that each of them was forced to wage against all the others in a desperate attempt to grab the attention of the ever-busy subject and cause him to carry out a given command all the way to the end, before it was prematurely overthrown, along with whomever had given it, by the contradicting command of someone stronger and more ruthless.
